Europe's banking regulator has classified Circle's USDC as its first significant e-money token. The decision shifts supervision of the European issuer's reserves and redemption arrangements to the EBA in November, while France keeps other oversight. The EBA classified USDC as the first significant token among 45 e-money tokens notified under MiCA. Direct EBA supervision of specified USDC safeguards begins November 12, 2026, according to the regulator. France's ACPR retains responsibility for Circle Europe's governance, ownership assessments, outsourcing and conflicts of interest. Circle's French entity issues USDC in the EEA, while a separate U.S. entity issues it outside the region.
