OpenAI is urging federal, state and local policymakers to require large electricity users to pay added grid costs as it sets community commitments for future AI campuses it owns and operates. The policy blueprint calls for rules requiring large power customers to cover the grid costs their projects add. It also proposes protections for other customers if a project fails, plus public reporting on water, energy, noise and hiring. The blueprint recommends limiting developers’ requests that public officials sign nondisclosure agreements. It also calls for tax-incentive terms to be public and recoverable.
