THORChain has kept swaps paused across 12 chains after a reported refund error, while outbound signing remains enabled on most of those chains so payments can proceed. New swaps remain blocked across the 12-chain group; payments, meanwhile, can continue on most affected chains because outbound signing is enabled there.
