Russia has offered to supply the United States with as much diesel as Moscow can provide from its export volumes, a proposal that follows the Trump administration’s easing of sanctions on Russian fuel. Russian Deputy Prime Minister Alexander Novak said the United States could receive any amount of diesel from Russia’s export supply. His comments described a willingness to draw on those volumes rather than naming a fixed amount for a U.S. shipment. The offer is open-ended in scale, while tied to Russia’s exports. Three tankers carrying Russian diesel are already traveling to North America.
