Norway implemented the European Union’s 21st sanctions package against Russia on October 21, 2026, introducing new restrictions targeting Russian financial institutions, oil exports, and cryptocurrency services. The move aligns Norway’s sanctions regime with the EU’s latest efforts to limit Russia’s ability to finance its war and bypass international financial restrictions. The measures target 105 shadow fleet tankers, impose transaction bans on 33 additional Russian banks, and lower the crude oil price cap to $47.60 per barrel. They also add 218 individuals and entities to the sanctions list, including 94 financial institutions and the Russian Direct Investment Fund.
