Windows 11 is becoming a runtime for autonomous agents that split work between free local models and paid cloud ones At a Windows and Surface event in San Francisco on October 7, 2026, Microsoft laid out plans to turn Windows 11 into an agentic operating system : a platform where AI agents act on your behalf, guided by what Microsoft calls hybrid intelligence. The core idea behind hybrid intelligence is routing. Windows can send some AI tasks to models running locally on the device. Other tasks go to the cloud.
