DeepSeek and MiniMax completed registration procedures and steps tied to open-source releases and authorized overseas use as China proposed changes to its technology export catalog that include 23 AI-related technologies. China’s Ministry of Commerce and Ministry of Science and Technology invited public comment on draft catalog changes Oct. 16.
