TLDR China’s Communist Party and State Council issued a 19-measure policy calling for a national blockchain network and a national computing power network. The plan also covers AI, quantum computing and new rules for data ownership and trading. Chinese banks have been encouraged to use blockchain for tax data sharing and small business lending.
