Canada plans to borrow C$611 billion in fiscal 2027-28, up from C$587 billion a year earlier, with approximately 72% intended to refinance debt that matures. That share makes refinancing the largest stated use of the planned borrowing. Refinancing means replacing existing debt as it comes due. John Kim reports on the digital-asset business for TokenPost.
