Binance plans to restore withdrawals in phases after the $6.3 billion hack, with the first opening scheduled for 2 p.m. to 5 p.m. China time Sunday, Nov. 1. For U.S. readers, that is 1 a.m. to 4 a.m. ET Sunday (06:00–09:00 UTC), a three-hour window. The exchange described this as the first phase of withdrawal service restoration. Binance said it had replenished about 95% of assets affected by the incident. The remaining 5% consists of tokens with relatively low liquidity. The exchange gave a time for the initial window as part of its phased return to withdrawals.
