Craig Billings, chief executive officer of Wynn Resorts, announced Thursday that the company had reached a framework on a contract to settle the strike at its Encore Boston Harbor, describing the work stoppage as a modest headwind. The walkout began on September 4 after collective-bargaining agreements expired on August 31, with about 1,350 union employees taking to the picket line. Workers were seeking wage increases in line with unionized downtown Boston hotels. Other demands included protection of existing healthcare and benefit packages and stronger job security and guaranteed hours. Billings did not release any details of the contract.
