Small-business owners in younger generations were more than twice as likely as Baby Boomers or older owners to plan hiring over the next year, while payroll estimates showed jobs slipping at the smallest firms. The Q3 2026 survey was conducted online in English from Aug. 4-18 and included 759 U.S. small-business owners and operators age 18 or older. It defined small businesses as firms with up to 500 employees and excluded sole proprietorships. The 46% figure combines Gen Z and Millennial respondents; it is not a Gen Z-only result.
