XRP Ledger Activates Amendment Requiring Mint Permission for Burn-Only Delegates

A new XRP Ledger rule took effect Nov. 4, stopping delegates with only PaymentBurn authority from using a payment that crosses a zero balance to create tokens without mint permission. The activation was recorded in ledger 108,112,129 at 9:52 a.m. ET (14:52 UTC). The amendment, fixCleanup3_4_0, covers trust-line tokens and Multi-Purpose Tokens (MPTs). A delegate also needs PaymentMint permission for a payment that crosses a zero balance into token issuance. XRP Ledger account holders can assign selected transaction permissions to another account.
