Stablecoin rules in the United States and a Canadian proposal set issuer requirements for reserves and redemptions, but neither establishes casino bonus terms or payout deadlines. The Office of the Comptroller of the Currency (OCC) issued its final rule Oct. 21 to implement parts of the GENIUS Act. Taking effect Jan. 18, 2027, it covers stablecoin issuers under OCC jurisdiction and certain custody activities at OCC-supervised entities. Separate OCC rulemaking will address Bank Secrecy Act, anti-money-laundering and sanctions requirements.
