The Tuesday, Nov. 3, 2026, midterm elections could affect the stalled CLARITY Act’s path through Congress, as voters choose all 435 House members and about one-third of Senate seats. The results will determine which party controls each chamber for the next two years. The Digital Asset Market Clarity Act of 2025, commonly called the CLARITY Act, passed the House 294-134 on July 17, 2025. The bill would establish federal oversight rules for parts of the digital-asset market. On Sept. 15, 2026, the Senate voted on whether to invoke cloture on a motion to proceed to H.R. 3633.
