The Nov. 3 U.S. midterm elections could reshape 2027 negotiations over federal funding and the debt limit, giving investors different fiscal risks under three possible balances of power in Congress. Republicans hold 218 House seats, Democrats hold 214, an independent holds one and two are vacant. In the Senate, Republicans hold 53 seats, while 45 Democrats and two independents who caucus with them hold 47. Democrats need a net gain of four seats in each chamber to take control.
