President Donald Trump said a proposed $5,000 dividend would be distributed shortly after the 2026 midterm elections, placing the payment after the Nov. 3 vote. In a Sept. 9 speech in Dallas, Trump described the proposal as a payment for every adult U.S. citizen and said the money would have to be spent in the United States.
