President Donald Trump defended the decision to ease restrictions on Russian diesel as lawmakers and Ukrainian President Volodymyr Zelenskyy criticized the move over its potential to support Moscow during the war in Ukraine. Trump wrote Monday that he had made “the right choice for the American People — ALWAYS, AMERICA FIRST!” The Treasury Department’s Office of Foreign Assets Control issued General License 135 on Oct. 9. The authorization permits the sale, delivery, offloading and importation of Russian-origin diesel through April 7, 2027, including transactions involving imports into the United States. The separate supply plan covers U.S. and global markets.
