The Softened Moat: OCC Drops the Enforcement Tooth Behind Stablecoin Yield Ban

The Office of the Comptroller of the Currency (OCC) has officially softened its stance on the yield-ban enforcement strategy for stablecoins. In Bulletin 2026-50 , the regulator’s final rule on third-party reward programs, the OCC dropped its proposed \”rebuttable presumption\” that would have effectively banned banks from offering interest-like rewards on stablecoin deposits through third-party partners. The removal of the presumption marks a major pivot from the draft rules released earlier this year. Instead of an explicit ban, the OCC will now utilize \”case-by-case supervision\” to evaluate the risks of third-party reward programs.
