Taiwan’s Financial Supervisory Commission (FSC) proposed rules Nov. 3 requiring eligible nonbank stablecoin issuers to hold at least NT$300 million in paid-in capital, establishing a threshold for market entry. Under the draft, banks, financial holding companies and companies backed by banks could apply for approval. The FSC could also designate other eligible institutions. Nonbank applicants would have to issue shares publicly and focus exclusively on issuing and redeeming stablecoins. Permitted tokens would be pegged one-to-one to the New Taiwan dollar or a single foreign currency.
