The Dutch central bank, De Nederlandsche Bank (DNB), has granted Qivalis an electronic money institution (EMI) license, clearing a key regulatory threshold for the firm’s stated plans to issue a euro-denominated stablecoin, according to the company’s prior licensing application disclosures. Qivalis, which had been publicly advancing its euro stablecoin plans while seeking DNB authorization , has now secured the EMI license that underpins its ability to issue electronic money under European law. The authorization comes from DNB, the Netherlands’ central bank and primary financial regulator, which oversees compliance with the EU’s Electronic Money Directive framework.
