House Democrats are reportedly considering amendments to revive the Clarity Act as a market structure bill in the upcoming Congress, according to a report by Decrypt. The Clarity Act, initially passed by the House in July 2025, aims to provide a clear regulatory framework for digital assets, allocating primary oversight to the Commodity Futures Trading Commission while maintaining some jurisdiction for the Securities and Exchange Commission. Despite passing the House, the bill stalled in the Senate due to concerns over its ethics and investor-protection provisions.
