Brooks Says Debt Pressure May Shape Warsh’s Rate Stance

Brookings Institution senior fellow Robin Brooks says long-term Treasury yields and debt pressure may shape Federal Reserve Chair Kevin Warsh’s rate stance, as fiscal 2026 net interest outlays topped $1 trillion. In an Oct. 30 post, Brooks wrote, “inflation and other macro data are secondary.” He argued that shifts in long-term Treasury yields offer a better lens on Warsh’s changing policy stance than a simple hawk-or-dove label. That is Brooks’ interpretation; neither the Federal Reserve nor Treasury announced a joint plan to control borrowing costs. The Federal Open Market Committee (FOMC) voted 10-2 on Oct.
